Facebook concept used by 16th century scholars

Jan. 15, 2013 ? Our obsession with social networking is not exclusive to the 21st century, according to researchers from Royal Holloway university.

The idea of creating networks of members and sharing information dates back to the 16th century Italian Academies, which saw young scholars create nicknames for themselves and develop emblems and mottoes to form groups with which they exchanged information.

The discovery was made during a ?1,130,000 collaborative research project between Royal Holloway, the British Library and Reading University, in which a team of academics are cataloguing and investigating the works of the Italian Academies, dating from 1525 to 1700. The project provides information about the academies, their members, publications, activities and emblems.

Researchers were surprised to realise just how similar the activities of these 16th and 17th century scholars were with society today.

Professor Jane Everson, Principal-investigator, said: "Just as we create user names for our profiles on Facebook and Twitter and create circles of friends on Google plus, these scholars created nicknames, shared -- and commented on -- topical ideas, the news of the day, and exchanged poems, plays and music.

"It may have taken a little longer for this to be shared without the internet, but through the creation of yearbooks and volumes of letters and speeches, they shared the information of the day."

The scholars created satirical names for their academies such as Gelati and Intronati. Professor Everson explains: "They are jokey names, which really mean the opposite of what they say. Intronati has nothing to do with thrones; it means dazed, stunned, knocked out and so not able to think straight -- but really the Intronati were engaged in serious study, debates, dramatic performances and the like from the moment they were founded in the 1520s -- and they are still as active as ever in their home city of Siena. The Gelati were not going around singing 'just one cornetto'. Gelati means the frozen ones -- so a pun on the fact that these academicians far from being totally inactive through being frozen cold, were busy debating, exploring ideas, challenging received opinions and changing the cultural world of their home city of Bologna, and indeed of Italy and far beyond."

Just as the names of the academies and the nicknames of the individual members were fun, so are the emblems and mottos which illustrate the name of the academy. The scholars took great delight in creating puzzling emblems with hidden meanings.

Professor Everson adds: "They do sometimes take some working out, but it is great fun when you can see the hidden meanings in the images."

Yemen raid nets two al Qaeda militants: security sources

SANAA (Reuters) - Yemeni security forces arrested two al Qaeda militants near the capital Sanaa on Monday, seizing explosives, suicide bomb vests, assassination manuals and lists of targets for attack, security sources said.

Although a third man escaped the raid on a hideout at Jader village, 14 km (9 miles) north of Sanaa, the arrests are likely to be seen as progress in government attempts to stem a spate of killings of security officials by suspected militants.

Al Qaeda in the Arabian Peninsula (AQAP), which is based in Yemen, is seen by U.S. officials as the most dangerous offshoot of the transnational militant network. Yemen's location next to top oil producer Saudi Arabia and major shipping lanes has made restoring its stability an international priority.

There have been dozens of kidnappings and assassinations of security and military officials by suspected al Qaeda gunmen in the past year, suggesting AQAP remains resilient despite increased U.S. drone strikes and a government military onslaught.

"The cell was planning operations that target national interests ... authorities are seeking to capture the remaining members of the cell that managed to escape and put them on trial," the security source said.

The hideout contained assassination instruction manuals, lists of targets and clippings of newspaper articles tracking a recent series of assassinations of Yemeni security officers, said a statement from the Yemeni embassy in Washington.

"One of the cell members impersonated a police officer to rent the house four months ago. The cell also used motorbikes for transportation. It is worth noting that assassins riding motorbikes have killed 40 officers and injured dozens in Yemen during 2012," the embassy statement added.

Most such arrests in recent months have been in the south, where Islamist fighters, emboldened by political instability, gained ground in late 2011 and early 2012 before being driven out in a U.S.-backed military campaign.

Formed in 2009, AQAP has carried suicide attacks on tourists and diplomats together with operations against neighboring Saudi Arabia and U.S. targets abroad.

We often think we're worse public speakers than we are.

Steven?s Mum thinks he?s a great speaker.? For all his experience, the truth is, she?s probably a better judge than he is.

On Thursday night, my mum who is visiting from Australia came to her first Toastmasters Meeting. ?She was extremely impressed with the calibre of each and every speaker, who spoke during the evening, including myself (she is just being a proud mum!).

Speaking to her on our journey home, made me realise that our own perceptions of how we perform, can sometimes be completely different to how audience may view our performance. ? ?A poor speaking performance may not be as bad as you think. ?It is important to receive feedback from both experienced toastmasters and the average person on the street. ?But more importantly you need absorbe the feedback and determine how can it help in your development.

Each time you stand up in front of the audience is another small step in your development. ? Using each speech wisely to focus on an area of feedback, will result in quicker progress, instead of viewing each speech as simply an ?opportunity? to speak.

Eastern Europe: Tree rings reveal climate variability and human history

Jan. 14, 2013 ? A total of 545 precisely dated tree-ring width samples, both from living trees and from larch wood (Larix decidua Mill.) taken from historical buildings in the northern Carpathian arc of Slovakia, were used to reconstruct May-June temperatures yearly back to 1040 AD. The tree-ring data from the Tatra Mountains best reflects the climate history of Eastern Europe, with a geographical focus on the Baltic. The tree-ring record reveals several cold phases around ~1150, 1400, and in the 19th century. Mild springtime conditions occurred in the first half of the 12th century, as well as from ~1400-1780. The amount of climate warming since the mid-20th century appears unprecedented in the millennium-long context.

In addition to the development of the tree ring-based temperature history, the interdisciplinary research team* compared past climate variability with human history. Plague outbreaks, political conflicts and migration movements often matched periods of cooler temperatures. Moreover, fluctuations in settlement activity appear to be linked to climate variability. The Black Death in the mid-14th century, the Thirty Years War between ~1618-1648 and the Russian crusade of Napoleon in 1812 are three most prominent examples of climate-culture interactions.

The new evidence from Eastern Europe partially confirms similar observations from previous dendroclimatological investigations in Central Europe. However, the lead author of both studies, Ulf B?ntgen, is cautious about making simplified conclusions: ?the relationship between climate and culture is extremely complex and certainly not yet well enough understood. Nevertheless, we now better recognize that well documented and carefully analyzed tree-ring chronologies can contain much more information than supposed so far?. Thus, more data, independent studies and interdisciplinary approaches are of great interest for the enhancement of future knowledge.

Yemen resumes oil flow in main export pipeline

Yemen resumed pumping crude through its main oil export pipeline on Saturday, two days after armed tribesmen blew it up in the latest attack on the country's energy infrastructure, government officials and oil industry sources said.

Yemen's oil and gas pipelines have repeatedly been sabotaged by insurgents or angry tribesmen since anti-government protests in 2011 created a power vacuum in the Arabian Peninsula country, causing fuel shortages and slashing export earnings for the impoverished state.

Oil Ministry officials said that pumping resumed on Saturday morning after engineers, backed by Yemeni government forces, repaired the rupture in the pipeline caused by Thursday's attack in the Serwah region in the central Maarib province.

"The assailants opened fire on the engineers to stop them from repairing the pipeline, but the force accompanying the engineers responded to the fire and chased the assailants away," the ministry said in a statement on its website.

Yemen's stability is a priority for the United States and its Gulf Arab allies because of its strategic position next to top oil exporter Saudi Arabia and shipping lanes, and because it is home to one of the most active wings of al Qaeda.

Yemen resumed oil pumping on Dec. 31 at a rate of around 70,000 barrels per day (bpd) after a previous round of repairs to a pipeline which had carried around 110,000 bpd of Marib light crude to an export terminal on the Red Sea before a spate of attacks began in 2011.

Troops head to Mali, as battle for north rages

BAMAKO, Mali: Troops from Mali's neighbors are expected to join hundreds of French soldiers in the battle to push back Islamic extremists holding Mali's north, a fight that in its first two days has left at least 11 civilians dead, including three children who threw themselves into a river and drowned trying to avoid falling bombs.

Niger, Burkina Faso, Senegal and Nigeria agreed on Saturday to send soldiers, a day after France authorized airstrikes, dispatching fighter jets from neighboring Chad and bombing rebel positions north of Mopti, the last Malian-controlled town.

State television announced that the African troops, including as many as 500 each from Burkina Faso and Niger, are expected to begin arriving on Sunday. Britain has offered the use of its transport planes in order to help bring in the soldiers, according to a statement released by Prime Minister David Cameron's office in London.

The African soldiers will work alongside French special forces, including a contingent that arrived Saturday in Bamako in order to secure the capital against retaliatory attacks by the al-Qaida-linked rebel groups occupying Mali's northern half. National television broadcast footage of the French troops walking single-file out of the Bamako airport on Saturday, weapons strapped to their bodies. Some carried them like skis, against their shoulder.

The military operation began Friday, after the fall of the town of Konna on Thursday to the al-Qaida-linked groups. Konna is only 50 kilometers (30 miles) north of the government's line of control, which begins at the town of Mopti, home to the largest concentration of Malian troops in the country.

The United Nations had cautioned that a military intervention needed to be properly planned, and outlined a step-by-step process that diplomats said would delay the operation until at least September of this year.

The rebels' decision to push south, and the swift fall of Konna, changed everything. After an appeal for help from Mali's president, French President Francois Hollande sent in the Mirage jets and combat helicopters, pounding rebel convoys and destroying a militant base. Footage of the jets provided to French television stations showed the triangle-shaped aircrafts screaming across the sky over northern Mali. French newspaper Le Monde reported that the jets dropped at least two, 250-kilogram (550-pound) bombs over militant targets.

The human toll has not yet been calculated, but a communique read on state television late Saturday said that at least 11 Malians were killed in Konna.

Sory Diakite, the mayor of Konna, says the dead included children who drowned after they threw themselves into a river in an effort to escape the bombardments.

"Others were killed inside their courtyards, or outside their homes. People were trying to flee to find refuge. Some drowned in the river. At least three children threw themselves in the river. They were trying to swim to the other side. And there has been significant infrastructure damage," said the mayor, who fled the town with his family and is now in Bamako.

Human rights groups have warned that any military intervention will exact a humanitarian price. The nation of Mali, and the international community, found itself in a Catch-22 because every passing week that the intervention was delayed has allowed the rebels affiliated with al-Qaida to dig into the terrain, and prepare for war. The rebels occupied Mali's northern half, an area larger than Afghanistan, in the chaos following a coup in Mali's capital last March.

With no clear leader at the head of the country, Mali's military simply gave up when the rebels arrived, retreating hundreds of miles to the south without a fight. In the nine months since then, the extremists have imposed their austere and severe form Islam, and those who disobey their rules are beaten with whips and camel switches. Public amputations of the hands of thieves have become a regular spectacle.

They have also used their nine-month siege of the north to dig into the landscape, creating elaborate defenses, including tunnels and ramparts using the construction equipment abandoned by fleeing construction crews.

In addition to the civilians, a French pilot was killed after the Islamists downed his combat helicopter, in a sign of how dangerous the terrain has become even for trained, special forces.

Azealia Banks sees sales surge after Angel Haze Twitter spat

Rapper sees small spike in sales after dubbing Perez Hilton a "faggot"

The ongoing fued between Azealia Banks and Angel Haze ? which then became a row with Perez Hilton ? over the weekend has sparked a sales surge for Banks.

According to Billboard, Banks' '1991' EP saw a sales increase of 18 per cent over the last week, which equates to around 1000 copies sold in the US. Sales of her single '212' rose by 3 per cent to 3,000 downloads.

Earlier this week, The Gay and Lesbian Alliance Against Defamation group critisised Banks for calling Hilton a "messy faggot" during the escalating online spat, which began when he took the side of Angel Haze during last week's feud between the two up-and-coming rappers, which saw them both savage each other via diss tracks.

The 'BBD' rapper went on to call Hilton "dickbreath" and told him to "gobble a dick". Banks later defended what she said by tweeting: "A faggot is not a homosexual male. A faggot is any male who acts like a female. There's a BIG difference."

However, GLAAD has hit out at Banks' use of the word "faggot" and said it is a term "almost universally used by bullies, often used as part of a larger verbal or physical assault".

If you visited the Consumer Electronics Show for the first time this year, you?d be forgiven if you thought you had wandered into a jewelry show by accident. It seemed like everywhere we turned, we saw watches, but none of them were simple timepieces.?

From the "i'm Watch" with its custom version of the Android operating system,?to the COOKOO?s simple analog design, each of these devices pulls data?from the Internet and brings it to your wrist.

Wondering whether the boss sent you an email or your wife sent you a private Facebook message? No need to pull out your phone. There?s a watch for that.?These are the five best smartwatches we saw at CES 2013:

i'm Watch,?$389

The most high-tech watch of the show is also one of the best looking. With a stunning matte aluminum chassis that also comes in titanium or gold and your choice of sleek, colorful bands, this product looks like it came from Milan because it did. I'm Watch is the first product from Italian start-up?i'm SpA?and, though the company began shipping products last summer, the watch has been updated with a fresh UI and the ability to add apps.

The Italian watch comes with a custom version of Android that uses your phone's Bluetooth connection to grab your email, Facebook messages, texts and tweets so you can view them at a glance. The i'm Market is filled with additional apps you can use to improve your experience, from a metronome that keeps the time for you to a flashlight app for lighting your way. The watch also uses your phone's Bluetooth connection to make calls with its speaker and mic, but in our testing, the audio was too garbled to hear.

The i'm Watch is available now with a starting price of $389 for the aluminum model.

Martian Watch, $249

It may look like an ordinary analog watch, but the Martian Watch will make you feel like a sci-fi hero every time you strap it on. Like Dick Tracy, you'll make crystal-clear calls directly from your wrist, and get SMS, weather and other alerts on the Martian's small LED screen. Like Michael Knight talking to KITT, you'll use the Martian Watch to interact with your favorite digital assistant,?whether that's Siri on the iPhone or Google Voice on Android handsets. Finally, like Tom Cruise in "Minority Report,"?you'll use gestures to control your environment as you shake your wrist to deny an incoming call.

Partially funded by Kickstarter, the Martian Watch will start shipping to early backers in March. Models range in price from $249 to $299.

COOKOO Connected Watch,?$129

A wristwatch first and a smart device second, the $129 COOKOO reminds us of a Swatch, with its vibrantly colored silicon bands and its luminous hands and hour markings. To keep you up-to-date, the device uses an iOS or Android app, along with low-power Bluetooth to find out when you have incoming calls, upcoming appointments or new Facebook messages.

However, there's no digital display on the COOKOO to show the text from your messages. Instead the face has a set of lights built-in that light up when you get an alert, much the way gas and oil lights appear on your car's dashboad. By keeping things simple, the COOKOO not only looks great, but lasts nine or 10 months using a normal watch battery.

Pebble Watch, $150

Like the i'm Watch, the Pebble gives you alerts from your email, Facebook, Twitter, SMS and other accounts , but this device uses a low-power ePaper screen that provides improved sunlight readability and up to 7 days of battery life on a single charge. Even better, because of its low-power usage, the screen remains lit at all times, displaying the digital watch face of your choice.

Water-resistant up to 5ATM (about 165 feet), the Pebble is available in five fashion colors, including Jet Black, Arctic White, orange, gray and, our favorite, Cherry Red. Backed by Kickstarter fundraising, the $150 watch will start shipping to early backers at the end of January with others receiving units thereafter.

Si14 WearIT Sports Watch, no pricing yet

Another Android watch from the developers who worked on the original i'm Watch, WearIT focuses on fitness, but offers a host of lifestyle-friendly features. To help you stay fit, the WearIT has ANT connectivity so it can pair with external heart monitors, blood glucose meters and other health-related devices. Timer apps and a GPS maps app help you keep track of your running progress.

Even if you're the ultimate couch potato, the WearIT has plenty of features to keep you occupied, including music and video playback, social media updates and the ability to install apps on top of its Android 4.1 operating system.?

Though it's in the prototype stage right now, Si14 hopes to unveil a final version this spring which will likely be sold under its partners' brands.

We left Cape Reinga and drove Whangarei hoping to get tickets to the Tonga vs Canada game. We arrived and parked in the information centre car park and decided to stay there for the night because it was walking distance to the stadium. Tickets to the game had sold out so we decided to walk to the stadium hoping to scalp some tickets. We got lucky and managed to scalp some tickets.

As we walked to the gate number on the tickets we noticed the tickets also said 'Corporate'. Thinking that we had been fleeced we walked in waiting for security to tackle us. A lady showed us to an elevator then we were guided to a door and after sitting in our seats we had realised the we had just scored the best seats in the stadium infront of the coaches box. It was a great game to watch Canada won 25 - 20.

The changes improve alignment and management of the overall global forestry product portfolio and stewardship of the forestry product lines.The changes include the appointment of Martin L. Wilkinson to the position of Vice President, Worldwide Forestry and Business Development in the Worldwide Construction & Forestry Division. In his expanded role, Wilkinson assumes responsibility for the division?s forestry business worldwide, while retaining his responsibilities for business development, strategic planning and communications.

Cyber security in 2013: How vulnerable to attack is US now?

Businesses, government, and individuals seek better cyber security measures, as cyberattacks mount in the US. One key focus is how to protect 'critical' systems such as power, water, and transportation.

The phalanx of cyberthreats aimed squarely at Americans' livelihood became startlingly clear in 2012 ? and appears poised to proliferate in 2013 and beyond as government officials, corporate leaders, security experts, and ordinary citizens scramble to devise protections from attackers in cyberspace.

Some Americans came screen to screen with such threats via their smart phones, discovering malicious software (malware) designed to steal their credit-card numbers, account passwords, and even the answers to their secret security questions. Others were temporarily blocked from accessing their bank accounts online, as US bank websites came under major attack at least twice in 2012 by a hacker group with possible ties to Iran. Some citizens learned that their home PCs had become infected by "ransomware," which locks up a computer's operating system until the bad guys get paid ? and often even afterward.

But personal inconvenience is only the beginning. Homeland security is also at stake. The US government in 2012 learned that companies operating natural gas pipelines were under cyberattack, citing evidence that cyberspies, possibly linked to China, were infiltrating the companies' business networks. Those networks, in turn, are linked to industrial systems that control valves, switches, and factory processes. Utilities that operate the nation's electric grid are known to have been another target, as are US tech companies. Crucial government agencies, such as the Pentagon and the Federal Trade Commission, are also targets.

It all adds up to growing evidence ? recognized to varying degrees by the US public, politicians, and businesses ? that cybersecurity is the next frontier of national security, perhaps second only to safeguarding the nation against weapons of mass destruction.

"The cyberthreat facing the nation has finally been brought to public attention," says James Lewis, a cybersecurity expert with the Center for Strategic and International Studies (CSIS), a Washington national-security think tank. "Everyone knows it's a problem. It has moved out of the geek world, and that's a good thing. But it's led to more confusion than clarity. So now we're developing the skills to talk about it ? and it's taking longer than I thought it would."

The awakening to cyberthreats has been gradual. In 2010, news of the world's first cyberweapon ? the Stuxnet computer worm that attacked part of Iran's nuclear fuel program ? burst upon the scene, raising concern about broad replication. Then came an increasing onslaught from hacktivist groups, which often stole and released private data. Between December 2010 and June 2011, for example, members of Anonymous were responsible for cyberattacks against the websites of Visa, MasterCard, and PayPal, as part of a tit for tat over the controversial WikiLeaks website.

(AP) ? There's heartbreak ahead for some "General Hospital" fans.

Steve Burton, who played Jason Morgan on the ABC soap opera for nearly 21 years and left the show last fall to relocate his family to Tennessee, is joining the cast of "The Young and the Restless."

Burton made the announcement Monday on CBS' "The Talk."

He said in an interview with The Associated Press that the opportunity came from a recent developing relationship with Sony Corp. where he and actor James Franco (and former recurring "General Hospital" guest star) have been trying to develop a prime-time series.

"They asked if I was ready to come back to daytime and ... what could they do to make that work," said Burton. He said he wanted his family to stay in Tennessee and he needed a flexible schedule to spend time with them.

"I get to have the best of both worlds and fly back and forth" from Los Angeles, he said. "I wasn't really expecting it."

On "Y&R," Burton will play Dylan McAvoy, an ex-soldier with a secret.

The 42-year-old begins shooting Tuesday. His first episode is slated to air Jan. 29.

"It is a little nerve-racking because I don't really know who the character is. The cool thing is I know a lot of people who are there already. The soap world is a small world," he said.

Another appeal for Burton is that former "General Hospital" executive producer Jill Phelps is now at the helm at CBS' "Y&R," which has ranked as the No. 1 daytime drama for almost 25 years.

Burton understands some of his fans who may have been hoping he would return to "General Hospital," will be disappointed that he's joining "Y&R," but says it was time to do something different.

"To play a character for that long is amazing, but as an actor you want to do something new," he said. "I get to play a whole new character and a whole different life."

One thing he's not sure will change is the name of his band, Port Chuck, made up of "General Hospital" actors Scott Reeves, Brandon Barash and Bradford Anderson. The name is a play on the name Port Charles, the fictional setting of the soap opera.

Will the band need to incorporate Genoa City, where "The Young and the Restless" takes place?

"Most people who don't know us anyway are like 'Pork Chop? What the heck is Port Chop? No, Port Chuck!' As of now there are no plans to change the name," he said.

Skullcandy hasn't made any official headphone-related announcements at CES -- but that doesn't mean there isn't news to share. We've just been tipped about a bass-pumping followup to its non-defunct Skullcrusher headphones, set to release as the Crusher. The circumaural cans are said to be designed and engineered in-house, though they do look similar to Logitech UE's over-ears. As we understand it, the "crushing sensation" is handled by a vibrating unit inside of each earcup that's independent from its actual 40mm speaker drivers. Impressively, we're told that the lowend will still pump out if the battery dies unlike similar offerings, such as Sony's Pulse gaming headset. An on-earcup control lets you dial in your preferred level of wub, and the earcups can collapse for storage. Naturally, a detachable 3.5mm cable with an inline remote / mic is also included. The G2 series already got that support back in November, if you recall, but it appears that OnLive's reach is expanding across a variety of LG Smart televisions. Should you wish to get in on the action, you'll need a Universal OnLive Wireless controller to actually play any of the games available. Discussing the promising future of zero energy buildings in Oman at ...

The concept of a zero energy building encompasses zero net energy consumption annually.

Diving into the subject, the Eco House team of the German University of Technology in Oman, will venture into the concept of zero energy building in Oman and the promise it holds for residential purposes through a case study of The First Zero Energy Building for Oman at the Gulf Eco Conference 2013.

The Gulf Eco Conference 2013 will take place from 21st-22nd January 2013 at the Golden Tulip Hotel from 8:00am onwards alongside the Gulf Eco Expo 2013 taking place from 20th-22nd January, 2013 at the Oman International Exhibition Centre.

The basic concept for the GUtech Eco Haus design was initiated by second year students of the Department of Urban Planning and Architectural Design at GUtech from the viewpoint of how the next generation of architects envisioned architecture should be and presented at the Oman Eco House Design competition by The Research Council (TRC) and a model of the design was exhibited to the public at Muscat City Center, the prototype of which the GUtech Eco Haus will be based on.

Although the construction of Eco Haus will be adapted to site location and climatic conditions, the designs for the same may be applied to any building in Oman. A building of such calibre will serve as a future point of reference, learning and research into how we can improve and develop a sustainable living environment for the citizens of the country.

At the Gulf Eco Conference 2013, the GUtech Eco House team will highlight the finer points of what a zero building house will entail with respect to adaptability to climatic conditions, comfort designs, function, energy saving strategies applied to the design, orientation, materials used (including solar thermal panels), ventilation process and effective use of natural sources of energy like solar energy, wind energy, hydro-energy etc as well as the positive benefits of such houses by way of cost effectiveness, achieving energy efficiency, generating electricity from renewable energy sources and bringing about sustainability.

The GUtech Eco Haus will be constructed throughout 2013 and will be operational in 2014. The project leading to this result has received Project Grant Funding from the Research Council of the Sultanate of Oman Grant Agreement.

(AP) ? The U.S. job market proved resilient in December despite fears that a budget impasse in Washington would send the economy over the fiscal cliff and trigger growth-killing tax hikes and spending cuts.

Employers added 155,000 jobs last month, roughly matching the solid but unspectacular monthly pace of the past two years.

The gains announced Friday weren't enough to reduce unemployment, which remained a still-high 7.8 percent. The November rate was revised up a notch from the 7.7 percent the government had originally reported.

The stable pace of December hiring suggested that many employers tuned out the fracas in the nation's capital. The threat wasn't averted until a deal won final passage on New Year's Day.

Rather than hold back until the fiscal cliff was resolved, many employers kept hiring, most likely in anticipation of higher customer demand.

"What would hiring have been if we had not been facing the fiscal cliff in December?" said Robert Kavcic, senior economist at BMO Capital Markets. "We might have seen quite a bit stronger job growth" ? something closer to 200,000 a month.

That's an encouraging sign for the job market, because an even bigger budget showdown is looming: Congress must vote to raise the government's $16.4 trillion borrowing limit by late February. If not, the government risks defaulting on its debt. Republicans will likely demand deep spending cuts as the price of raising the debt limit.

Robust hiring in construction and manufacturing drove last month's job increases. Construction firms added 30,000 jobs, the most in 15 months. In part, that increase likely reflected hiring needed to rebuild from Superstorm Sandy. And the housing market's gradual recovery has energized homebuilding. Manufacturers added 25,000 jobs, the most in nine months.

Economists found other hopeful news in the report. Americans were given more work hours in December ? an average 34.5 hours a week in December, up from 34.4 in November. And their pay outgrew inflation. Hourly wages rose 7 cents to $23.73 last month, a 2.1 percent increase compared with a year earlier. Over the same period, inflation rose 1.8 percent.

"Perhaps (the) underlying economic performance is accelerating, and even Washington can't screw it up," said Dan Greenhaus, chief global strategist at BTIG.

One company that hired last year and would like to add more jobs in 2013 is Arteriocyte, a Cleveland-based stem-cell therapy and medical device company. But CEO Don Brown is concerned about potential cuts in government spending, which he says could erode Arteriocyte's revenue.

One such cut is a 2 percent reduction in the reimbursements Medicare gives doctors and hospitals. That reduction was delayed by the budget deal reached this week. If the reimbursement cut is imposed later this year, it would lower revenue for the hospitals and surgeons that buy Arteriocyte's advanced products.

"Our entire customer base is unsure about what their reimbursement landscape is going to be," Brown said.

The Obama administration's health care reform law also imposed a 2.2 percent sales tax on medical devices. Brown estimates that will cost his company $400,000. He had hoped the tax would be eliminated as part of a fiscal cliff agreement.

Arteriocyte hired 10 workers last year and now employs 76. The new hires included research scientists, two marketing specialists and a sales representative. Brown hopes to make five to 10 additional hires this year, but he might be unable to do so if the Medicare cut takes effect.

Despite last month's hiring gains, Friday's report pointed to some weakness in the job market. For example, the number of unemployed actually rose 164,000 to 12.2 million. About 192,000 people entered the work force last month, but most did not find jobs.

The unemployment numbers come from a government survey of households. The number of jobs added comes from a separate survey of businesses.

A broader category that includes not only the unemployed but also part-time workers who want full-time jobs and people who have given up looking for work was unchanged in December at 22.7 million.

The government revised up its estimates of job growth for October and November by 14,000 jobs. October's job increases were revised down from 138,000 to 137,000 but November's were revised up from 146,000 to 161,000.

Economists said the pace of hiring almost certainly isn't strong enough to lead the Federal Reserve to cut short its bond-buying program. The Fed is spending $85 billion a month on bond purchases to try to drive down long-term borrowing costs and stimulate economic growth.

The job market is being held back by government cutbacks. Governments at all levels cut 13,000 jobs in December. Since the Great Recession ended in mid-2009, governments have eliminated 645,000 jobs ? an average of nearly 15,400 a month.

By contrast, during the recoveries from the recessions of 1990-1991 and 2001, governments added an average of more than 15,000 jobs a month. If governments were hiring at that pace instead of slashing payrolls, the U.S economy would be generating more than 180,000 jobs a month.

Instead, for two full years, monthly job growth has remained stuck at a tepid pace: It averaged 153,000 in both 2011 and 2012. That isn't enough to lower unemployment to what economists regard as a "normal" rate of 6 percent or less. The Federal Reserve doesn't expect unemployment to drop that low until after 2015.

The economy has replaced just 4.8 million, or 54 percent, of the 8.8 million jobs lost between January 2008, when the job market peaked, and February 2010, when it bottomed during the recession. It has been, by far, the weakest jobs recovery since the Great Depression of the 1930s.

"A status quo report in today's labor market represents an ongoing jobs crisis," says Heidi Shierholz, an economist at the liberal Economic Policy Institute.

Still, the economy has been showing broad improvement. Layoffs are down. Banks are lending a bit more freely. Companies have built up a near-record $1.7 trillion in cash. Consumers have cut their debts to pre-recession levels. Europe has avoided a financial catastrophe.

The once-depressed housing market is rebounding. A gauge of U.S. service firms' business activity expanded in December by the most in nearly a year. Manufacturing is benefiting from the best auto sales in five years. And Americans spent more at the end of the crucial holiday shopping season.

"There is little doubt that the seeds of faster growth are being planted," James Marple, an economist at TD Bank, said in a note to clients.

That said, most economists expect slight improvement at best in hiring this year. A 2 percentage point cut in the Social Security tax expired Jan. 1. That means a household with income of about $50,000 will have about $1,000 less to spend. A household with two high-paid workers will have up to $4,500 less.

And the government may impose spending cuts this year.

Higher taxes and less government spending, along with uncertainty about future budget fights, could restrain growth and hiring.

That "likely means acceleration in the labor market will remain elusive for the time being," said Ellen Zentner, an economist at Nomura Securities.
