Man with 'bionic' leg to climb Chicago skyscraper

CHICAGO (AP) ? Zac Vawter considers himself a test pilot. After losing his right leg in a motorcycle accident, the 31-year-old software engineer signed up to become a research subject, helping to test a trailblazing prosthetic leg that's controlled by his thoughts.

He will put this groundbreaking "bionic" leg to the ultimate test Sunday when he attempts to climb 103 flights of stairs to the top of Chicago's Willis Tower, one of the world's tallest skyscrapers.

If all goes well, he'll make history with the bionic leg's public debut. His whirring, robotic leg will respond to electrical impulses from muscles in his hamstring. Vawter will think, "Climb stairs," and the motors, belts and chains in his leg will synchronize the movements of its ankle and knee. Vawter hopes to make it to the top in an hour, longer than it would've taken before his amputation, less time than it would take with his normal prosthetic leg ? or, as he calls it, his "dumb" leg.

A team of researchers will be cheering him on and noting the smart leg's performance. When Vawter goes home to Yelm, Wash., where he lives with his wife and two children, the experimental leg will stay behind in Chicago. Researchers will continue to refine its steering. Taking it to the market is still years away.

"Somewhere down the road, it will benefit me and I hope it will benefit a lot of other people as well," Vawter said about the research at the Rehabilitation Institute of Chicago.

"Bionic" ? or thought-controlled ? prosthetic arms have been available for a few years, thanks to pioneering work done at the Rehabilitation Institute. With leg amputees outnumbering people who've lost arms and hands, the Chicago researchers are focusing more on lower limbs. Safety is important. If a bionic hand fails, a person drops a glass of water. If a bionic leg fails, a person falls down stairs.

The Willis Tower climb will be the bionic leg's first test in the public eye, said lead researcher Levi Hargrove of the institute's Center for Bionic Medicine. The climb, called "SkyRise Chicago," is a fundraiser for the institute with about 2,700 people climbing. This is the first time the climb has played a role in the facility's research.

To prepare, Vawter and the scientists have spent hours adjusting the leg's movements. On one recent day, 11 electrodes placed on the skin of Vawter's thigh fed data to the bionic leg's microcomputer. The researchers turned over the "steering" to Vawter.

He kicked a soccer ball, walked around the room and climbed stairs. The researchers beamed.

Vawter likes the bionic leg. Compared to his regular prosthetic, it's more responsive and more fluid. As an engineer, he enjoys learning how the leg works.

It started with surgery in 2009. When Vawter's leg was amputated, a surgeon repositioned the residual spaghetti-like nerves that normally would carry signals to the lower leg and sewed them to new spots on his hamstring. That would allow Vawter one day to be able to use a bionic leg, even though the technology was years away.

The surgery is called "targeted muscle reinnervation" and it's like "rewiring the patient," Hargrove said. "And now when he just thinks about moving his ankle, his hamstring moves and we're able to tell the prosthesis how to move appropriately."

To one generation it sounds like "The Six Million Dollar Man," a 1970s TV show featuring a rebuilt hero. A younger generation may think of Luke Skywalker's bionic hand.

But Hargrove's inspiration came not from fiction, but from his fellow Canadian Terry Fox, who attempted a cross-country run on a regular artificial leg to raise money for cancer research in 1980.

"I've run marathons, and when you're in pain, you just think about Terry Fox who did it with a wooden leg and made it halfway across Canada before cancer returned," Hargrove said.

Experts not involved in the project say the Chicago research is on the leading edge. Most artificial legs are passive. "They're basically fancy wooden legs," said Daniel Ferris of the University of Michigan. Others have motorized or mechanical components but don't respond to the electrical impulses caused by thought.

"This is a step beyond the state of the art," Ferris said. "If they can achieve it, it's very noteworthy and suggests in the next 10 years or so there will be good commercial devices out there."

The $8 million project is funded by the U.S. Department of Defense and involves Vanderbilt University, the Massachusetts Institute of Technology, the University of Rhode Island and the University of New Brunswick.

Vawter and the Chicago researchers recently took the elevator to the 103rd floor of the Willis Tower to see the view after an afternoon of work in the lab. Hargrove and Vawter bantered in the elevator in anticipation of Sunday's event.

Hargrove: "Am I allowed to trash talk you?"

"It's fine," Vawter shot back. "I'll just defer it all to the leg that you built."

At the top, Vawter stood on a glass balcony overlooking the city. The next time he heads to the top, he and the bionic leg will take the stairs.

Is There A Safe Way To Connect With Your Students Online?

In The Beginning: Web 1.0

When I was a teenager, back in the roaring 90's, education and the internet weren't concepts that went comfortably together. The internet had then progressed from a hobby reserved for rocket scientists and ham-radio enthusiasts, into a disreputable underworld of blond-jokes and conspiracy theorists. Many of my teachers actively loathed the concept of their students logging onto "The Information Superhighway," as we then called it, and surfing a dangerous sea of newsgroups and forums- all of it anonymous, none of it trustworthy. And parents worried for their children's safety online. They were sure we would learn things from the internet, but they were also sure that we would learn things we shouldn't know.

Then came the pioneers. A few of my teachers had Geocities websites. It was a big step forward, but communication was always one way. Teachers could post assignments, and required reading, but they couldn't interact with us directly. It was very Web 1.0. Teachers started allowing students to research online, but usually demanded that projects include: "real citations," from actual books in the school library.

Web 2.0: The Internet is your Best Friend, and your Worst Enemy

Today everything is different. The explosion of social networking has meant the web's acceptance as a daily, even hourly and minutely aspect of our lives. When I became a high school teacher myself, I saw the hold that services like Facebook and Twitter had over my own students. And I wished that I could use social networking and the internet to engage my students- students who seemed incapable of reading anything if it wasn't compressed into 160 characters on the screen of a smartphone, and displayed for all the world to see- in a safe and constructive way.

Today, studies show that Twitter has become the favorite medium for online communication between teachers and students in primary and secondary education, eclipsing even e-mail. While universities often have the resources and IT support necessary to support the use of secure, private servers and Sakai based information networks, institutions of primary and secondary education rarely have the means to implement and maintain safe and complex private networks. In came a pre-packaged solution, in the form of publically accessible social networks like Twitter and Facebook.

Twitter's disadvantages lie in its format, which involves only short tweets and links, and in its noise to content ratio: when the whole world is posting about millions of things at once, it's not easy to use Twitter to grab the attention of your students, nor to develop a meaningful thread of communication with them. But there are a lot of advantages to services like Twitter. Not only are students signed onto the service in their millions, but it is also efficient, allowing teachers to send information to many students at once, and to receive feedback equally conveniently.

But that convenience comes at a price. The default security settings for a Twitter account are completely open, meaning that anyone can read and retweet anything a student or teacher happens to say, and send him or her messages, unless his or her account has been switched to the more secure: "By invitation only," setting. Many students don't know about the security settings Twitter provides, nor do they realize that their writings and notes back and forth can be and often are read by anyone with an internet connection. And young learners, with that unconscious sense of invincibility that young drivers have, don't quickly grasp the basic tenets of safe behavior, nor do they have clear notions of what dangers may await them online.

And social networking is a gold-mine for advertisers, who would like to use the musings and likes of millions of the world's youth to shape the way they think, and more importantly, the way they spend their money. Advertisers and content providers have pushed to make services like Facebook progressively more open, and more accessible for data-mining and, potentially, for abuse. Recently, for example, a website was discovered to be selling a list of email addresses with their real names attached, all gleaned, against the rules, from a facebook app. The million-name list was on sale to spammers and whomever wished to buy it for $5. Using the list, fraudsters could easily target young Facebook users with personalized attacks.

Engage with Students Online, or Shut the Internet Out?

So students and educators face similar challenges to education taking place online. Information is plentiful, but teachers and students cannot navigate it all together. Connecting is easy, but developing meaningful connections, and keeping those connections secure, is not. Teachers wishing to engage their students in the online arena find themselves in competition with an impassable minefield of distractions and potential dangers. Youtube, Pinterest, StumbleUpon, NineGag, or Cracked.com, all lure the web-surfer in with the promise of inexhaustible, ad-supported free content. And social networks offer unlimited opportunities to converse, but little control over who can be a part of that conversation. This has led many schools to ban the use of social networks at school, along with many other online services, in an attempt to keep students engaged in person, and to keep out the influences of advertisers and data-miners on student life.

NYC tries to recover from storm as marathon nears

NEW YORK (AP) ? Five days before New York hosts its namesake marathon, its public transportation is shut down, its airports closed, its streets flooded and power out in many neighborhoods.

On Monday, as superstorm Sandy started to pound the city, NYC Marathon officials insisted they would have enough time before Sunday's race to prepare the course and for runners to travel to New York.

But it was uncertain Tuesday when life in the city would return to normal, and organizers promised an update on marathon preparations.

Nearly 20,000 amateur international runners need to get in the country. Another 30,000 or so American entrants must get to the starting line; the family and friends of runners must somehow find a way to their viewing spots.

And on Tuesday, it was unclear when public transit, river crossings and airports would reopen.

The marathon pours an estimated $350 million into the city each year. But it also requires major support from city departments that are being strained by the storm.

New York Road Runners President Mary Wittenberg said Monday they had a long list of contingency plans already in place to deal with any obstacles that might arise. The biggest concerns centered on getting runners to the start on Staten Island.

The 26.2-mile route through the five boroughs mostly avoids areas considered at highest risk for flooding.

"We have time on our side," Wittenberg said Monday.

NYRR organizes about 50 events a year and has dealt with issues ranging from heavy snow to lightning to security concerns in the past.

"We've been through close to it all," Wittenberg said.

Organizers expected to reschedule flights to get all the elite athletes to New York in time. Wittenberg hoped that most of the amateur international runners signed up would make it. The hours for number pickup will probably be extended for those who arrive late Saturday.

For runners who can't get to New York, the deadline to withdraw from the race and guarantee a spot in next year's event likely will be pushed back from Wednesday to Saturday. Under normal NYRR policy, organizers won't refund entry fees, and runners would have to pay again next year.

The ceremonial finish-line painting scheduled for Wednesday was canceled, along with a news conference Tuesday. A children's run Thursday was moved from Central Park to an indoor track, and the pavilion in the park has been taken down for the time being. Wittenberg said generators or backup systems were in place in key locations.

Extra time is always built into planning, and 700 part-time workers and 8,000 volunteers ensure the course can be set up quickly.

Yotpo Closes $1.5M Round Led by Rhodium And Gandyr Group To Scale Social Reviews

Screen Shot 2012-10-30 at 13.37.20Back in April Tel Aviv-based Yotpo raised $800,000 in seed funding. But what the hell is it? Well, it's out to "make your customers happy? by allowing mainly eCommerce sites to engage visitors (getting them commenting, re-tweeting, sharing etc) by serving them with opinions about the new gadget or whatever it is in a social manner. Now it's closed a $1.5 million round led by Rhodium and Gandyr Group with participation from Zohar Gilon, Tron Capital, and current investors Plus Ventures and 2bAngels. The new funding will enable Yotpo to expand with ecommerce websites, and accelerate the product. It competes with other social review sites out there such as Reevoo.

Sandy's storm surge poses costly threat

Lucas Jackson / Reuters

A woman and child walk through an aisle, emptied in preparation for Hurricane Sandy, in a Wal-Mart store in Riverhead, N.Y. The biggest threat to the economy will come from flooding, experts say.

By John W. Schoen, NBC News

It?s not the wind, it?s the water.

The long-term, potentially catastrophic damage from Hurricane Sandy bearing down on the Northeast will most likely come from the unusually strong and potentially deadly storm surge that forecasters say will be much larger than past storms to hit the region.

"If the forecasts hold true in terms of the amount of rainfall and the amount of coastal flooding, that's going to be what drives up the losses and that's what's going to hurt," said Susan Cutter, director of the hazards and vulnerability research institute at the University of South Carolina.

But it's not all bad news, experts say. What the economy loses in the short term can often made up in the cleanup and the rebuilding afterwards.

The surge is expected to threaten inland and coastal flood zones across most of the Northeast, including all of Maryland, New Jersey, Delaware and Connecticut; most of Pennsylvania, New York, Massachusetts and Vermont; and parts of northeastern Ohio, eastern Virginia, North Carolina, and western New Hampshire. About 50 million to 60 million people, along with trillions of dollars worth?of property, are in the path of the storm.?

At Category 1, Sandy's winds are not unusually strong for a hurricane. The unusual energy propelling the surge, forecasters say, will come from storm?s large size, as it churns up a wide swath of ocean along with higher-than-normal tides that typically accompany Monday's full moon.

The result is?peak surge heights forecasted?at?4 to 8 feet along the coast from North Carolina to Cape Cod. The surge may?climb to?11 feet?in bodies of water that concentrate its impact, including the Long Island Sound, Raritan Bay, and New York harbor, according to the National Weather Service.

A tidal surge carries much more force, and produces more damage, than wind because water is so much heavier. The destructive power is compounded by the momentum of heavy objects like cars, boats, trees and other debris.

In Manhattan, where flood walls are five feet above mean sea level, a near-record surge of 11 feet could inundate parts of the subway system, according to Air-Worldwide, an insurance consulting firm. (All public transportation in the region was suspended Sunday afternoon.? New York Gov. Andrew Cuomo said two major arteries into the city -- the Brooklyn-Battery Tunnel and the Holland Tunnel -- would close as of 2 p.m. Monday.)

The financial markets in New York also closed Monday, the first weather-related shutdown in 27 years. While the closing, by itself, is not expected to impact stock prices, uncertainty about the storm's aftermath could weigh on investors. ?

CNBC: How Hurricane Sandy will affect investors

With just a week left before the election, the storm also could leave political fallout in its wake, especially if the damage is severe and the response by President Barack Obama administration's?draws criticism from his opponent, former Mass. Gov. Mitt Romney.?

The storm has yet to make landfall, so the potential cost of property damage is difficult to estimate. But the total value of insured coastal properties vulnerable to hurricane damage, in New York state alone, amounts to some $2.7 trillion, according to the Insurance Information Institute.

Some 90 percent of natural disasters in the U.S. involve flooding, according to the National Flood Insurance Program. Though mortgage lenders require property owners to buy flood insurance, there were some 5.7 million flood insurance policies in force in 2010,?according to the latest data available from the?III.

For those with policies, not all flood-related losses are covered. Total estimated losses for Hurricane Katrina came to $46.6 billion, but flood insurance payouts came to less than half that amount.

Analysts say that, with $500 billion of capital, the global insurance industry is financially prepared to weather the storm.

Wider economic losses are more difficult to estimate, but with offices, factories, refineries, stores, restaurants and transportation shut down along the eastern seaboard, the storm has already cost millions of dollars in lost output, productivity and consumer spending.

That impact likely will be reversed once the clean-up and rebuilding begins, according to John Challenger, CEO of Challenger, Gray & Christmas, an employment firm.

?We will probably see an employment surge in construction, skilled trades and other professions needed to help repair the damage,? he said. ?There will also be an increase in business and consumer spending and companies and homeowners replace damaged equipment, household items, etc.?

Some of that pickup in spending is already happening.

?Obviously there's a lot of cash registers ringing and our stores are very, very busy,? said Douglas Spiron, head of Home Depot?s storm response. ?It's good for the economy, absolutely.??

(AP) ? The presidential candidates searched for the right moment to get back to politicking after superstorm Sandy's destructive interruption, with President Barack Obama monitoring relief efforts and Republican Mitt Romney struggling to strike the right tone.

Romney and running mate Paul Ryan initially announced they were canceling events out of sensitivity for the millions of Americans in Sandy's path. But with only a week left to try to toss Obama from office, the GOP campaign was back on Tuesday with events in the critical Midwestern swing states of Ohio and Iowa, albeit with changes to the program.

Romney was holding a "storm relief event" in Kettering, Ohio, at the same arena as his previously scheduled political rally and with the same celebrity line-up ? NASCAR driver Richard Petty and country music singer Randy Owen. The event was moved up by four hours and aides said the tone would be changed, with no attacks on the president back at the White House overseeing the response.

Obama was updated throughout the night as Sandy came ashore and moved inland. He spoke with New York Gov. Andrew Cuomo and New Jersey Gov. Chris Christie and issued major disaster declarations for both states.

Christie, a Republican who has been campaigning for Romney across the country, praised Obama's leadership.

"Cooperation from the president of the United States has been outstanding," Christie told "CBS This Morning." ''He deserves great credit."

Obama also spoke with the mayors of New York, Jersey City and Newark and provided additional federal assistance for local efforts. He planned an additional call Tuesday with affected mayors and governors.

Millions were left without power as the deadly storm whipped its way through presidential battlegrounds like North Carolina, Virginia and New Hampshire and sprawled as far as the Great Lakes, where gales threatened Ohio's and Wisconsin's lakeside regions.

David Letterman, continuing his "Late Show" in storm-damaged New York without an audience, joked: "The storm has stopped the presidential campaign, so at least some good has come of it."

Some election centers in the affected states were shut down, but early voting continued in areas outside Sandy's path. After casting her ballot for Obama at the Franklin County early voting center Tuesday, Lydia Strauss, of Columbus, said she didn't anticipate the storm changing the outcome in Ohio.

"People feel strongly about this election and they're not going to be deterred," said the 42-year-old social worker.

Obama had a day of campaigning in Ohio scheduled for Wednesday and had planned to stay on the trail through next Tuesday's Election Day. It was unclear if the storm response would alter those plans.

Romney's campaign has been grappling with how he should respond. When Obama rushed out of battleground Florida on Monday morning before a scheduled rally to monitor the response back at the White House, Romney aides initially said he and Ryan would continue working for votes away from the storm's path. Then communications director Gail Gitcho announced a change in plans just as Romney was appearing at a rally in Ohio.

"Out of sensitivity for the millions of Americans in the path of Hurricane Sandy, we are canceling tonight's events with Governor Romney in Wisconsin and Congressman Ryan in Melbourne and Lakeland, Florida," she wrote in an email to reporters. "We are also canceling all events currently scheduled for both Governor Romney and Congressman Ryan on Tuesday."

But they apparently concluded that Romney couldn't afford to waste time out of the spotlight in such a closely fought race, with polling showing an Obama advantage in several swing states. Later Monday evening, the campaign announced the Kettering event, with local news reports saying supporters should bring food donations.

The Romney camp also announced that a political rally in Des Moines, Iowa, would go on at the same time as previously scheduled Tuesday night, with Ann Romney filling in for her husband as the headliner. Ryan was slated to visit campaign offices in his home state of Wisconsin to thank the volunteers helping to collect relief supplies for storm victims.

Ryan was returning to his regular schedule Wednesday, campaigning across his home state of Wisconsin before going to trick or treat with his children.

Romney campaign spokesman Kevin Madden said the campaign was in contact with local relief organizations and the Red Cross to make sure the supplies they were collecting Tuesday would be useful.

"We checked to make sure the supplies would be helpful and welcomed as part of our volunteer effort. And our own volunteers will be personally delivering the supplies to the relief center," Madden said.

Oxidative stress and altered gene expression occurs in a metabolic liver disease model

ScienceDaily (Oct. 29, 2012) ? A team of researchers under the direction of Dr. Jeffrey Teckman in the Department of Pediatrics at St. Louis University, have demonstrated that oxidative stress occurs in a genetic model of alpha-1-antitrypsin deficiency. This is the most common genetic liver disorder in children and can lead to cirrhosis and hepatocellular carcinoma in adults. Some cases may require liver transplantation.

The report, published in the October 2012 issue of Experimental Biology and Medicine, suggests that treatment with antioxidants might be of therapeutic benefit for some individuals.

"We have evidence of oxidative stress in livers from an animal model that expresses the classical Z variant form of alpha-1-antitrypsin. The animal model recapitulates the human liver disease, in which the livers accumulate polymers of alpha-1-antitrypsin mutant Z protein, developing fibrosis and hepatocellular carcinoma with age," says Dr. Marcus. Potentially, non-invasive treatment involving long-term regulation of antioxidant levels could ameliorate the oxidative stress and retard the advancement of disease.

"This is an exciting new report which may help us understand the extreme variability between different patients with this same, single gene, metabolic liver disease. These findings may inform the pathophysiology of other liver diseases as well," says Dr. Teckman. In clinical studies, liver disease from alpha-1-antitrypsin mutant Z protein has shown considerable variability in severity and progression, suggesting that as yet undescribed genetic modifiers may influence disease development. Based on this study, certain antioxidant enzymes involved in oxidative stress defense could be useful targets for further examination. Using microarray technology, the investigators have identified a number of potential alterations in gene expression pathways that could modify the development of liver pathologies. This information could be useful in defining genetic variants that may influence individual susceptibility and in facilitating the design of appropriate treatments.

Steven R. Goodman, PhD, Editor-in-Chief of Experimental Biology and Medicine said, "Teckman and colleagues have demonstrated that oxidative stress occurs in an animal model of Alpha-1-antitrypsin deficiency. This suggests that antioxidant treatment may be beneficial in this most common genetic liver disorder in children."

Broken Barnet: Smooth operator: BT, outsourcing, and some ...

?

Marconi, busy inventing the first Cornish telehealth call centre

Cornwall has a unique place in the history of modern communication systems: the first transatlantic radio signal was transmitted from Poldhu Cove, in 1901, 'pip pip pip' heard far across the Atlantic by Giuseppe Marconi, waiting and listening in Newfoundland, using a glass tube filled with iron filings, and antennae held high in the air by balloons.?

Those three pips, spelling out in code the letter S, signified the genesis of a new age, in which the world was to be transformed by broadcasting, telephone networks, satellite systems, mobile technology and the internet.?

Marconi wrote: I now felt for the first time absolutely certain that the day would come when mankind would be able to send messages without wires not only across the Atlantic but between the farthermost ends of the earth.??

Broadcasting, phones, the internet: messages without wires: the business now of global communications companies: big business in which diversification is endlessly pursued in the inevitable wider and wider search for profitable markets. And no company better exemplifies this commercial enterprise,? perhaps, than BT.?

On its website, BT describes itself as the world's oldest telecommunications company, and even has a helpful family tree which explains how, several generations ago,? the Post Office married various telephone? companies and gave birth to British Telecom, which was then privatised, and grew and grew into the global monster it now has become, with interests in industries and services a universe away from its communications origin, and with a seemingly insatiable appetite for more and more business opportunities.?

This appetite is so voracious, in fact, that its hunger can no longer be contained within the limits of the private sector, and over the last few years has been running wild in the new jungle of the public sector, feasting on the opportunities offered by local authority outsourcing, in competition with a small pool of rival competitors.

So: one of the most revisited posts here in Broken Barnet is this one:

... in which? Mrs Angry explained some of the ways BT has approached the public sector market, by means such as the 'Vital Vision' programme, whose alumni include many Chief Executives ,whose value and interest to BT was explained in a now withdrawn document, 'Vital Vision Final', from 2005, in which we are told that one of the benefits the program delivered was by? 'Influencing the thinking of the chief executives to shape their agenda'? ...?

You might wonder, as did Mrs Angry on reading this, quite what business it is of BT, a private company, to shape an agenda which is supposed to serve the policies of a democratically elected administration, but there you go: we live in a world where localism is no more than a doodle on the notepad of secretaries of state, and local authorities are run by senior officers, rather than those representing the wishes of the local taxpayers.

BT has been a particularly good friend to the London Borough of Broken Barnet: council leaders, Chief Executives, senior officers - some are Vital Visionaries, some have worked for BT, come to Barnet, gone back to BT. And where Bt has softened up the market for huge outsourcing programmes, its fellow big league bidders have benefited too: Capita, Serco and so on. In these large scale procurements, if one company gets the contract in one bid, another will get it next time: all the gentlemen bidders in the house of fun get their turn, eventually.?

The house of fun is facing hard times, however, and every week we hear tale of more and more outsourcing contracts which are ending in tears and recrimination, or are not reaching the final stages of agreement because of a sudden flurry of uncertainty about such huge commitement involving increasingly high risk - and no guarantee of benefit to the local taxpayer's investment.

Most recently we have seen the dramatic rejection in Cornwall of the Tory leader's failure to push through a controversial privatisation deal involving a joint venture: a vote by the council expressing opposition was initially ignored by the leader, his deputy resigned, a vote of no confidence led to the loss of the leader's position, and a petition to council was voted through which has effectively thrown the plans out of the town hall window - BT, the sole remaining bidder, will have to have its fingers prised from the window ledge, it seems: look at this article in Computer Weekly: here , with the heading -

Councillors might have put Cornwall's privatisation on probation. But the council had already begun acting as a joint venture partner with BT.

They voted unanimously Tuesday to suspend a proposal to put up to ?800m of public services into a company in which BT would own a majority stake.?

BT planned to transform it into a hub from which it would manage the privatisation of other council services around the country, and to operate a telehealth business.?

Councillors withheld their approval and said they wanted to scrutinise the deal properly before approving it.?

But a "confidential" BT brochure mailed to councillors by Cornwall's own executive last Friday said Cornwall was already working with BT on bids for business from other public authorities.?

"We are already in three competitive bid situations for Telehealth/care with Australia Telehealth, Northumbria Telehealth and Hampshire Telecare; where we have named Cornwall as our partner," it said. "And have an expression of interest from others including Surrey."

According to this article, Cornwall's Chief Executive, Kevin Lavery once worked for BT as head of local government. But then again, to be fair: who hasn't? A significant number of our senior officers here in Broken Barnet, past and present, have had links of some sort with BT, or Capita, or Serco. The world of outsourcing is smaller than you might expect. The ubiquitous Mr Max Wide, for example, now working for iMPOWER, the same consultancy company which, with Agilisys, is being paid millions of punds of our money to implement One Barnet, our own sad, mad and bad outsourcing plans, used to work for BT as Director of Strategic Development, Local Government, and was of course seconded for a nice long stay at Barnet, while they had one or two of our officers in return.

Of course both Kevin Lavery and Max Wide are men of undoubted integrity, and very experienced professional managers who have a broad and very useful experience of many aspects of the private and public sectors - and arguably the boundaries between the two are immaterial now, with so much interdependence.?

The question must be asked, however, from the wider perspective: does the free, and in Barnet, anyway, demonstrably unregulated travel of senior employees between private sector to local authority, and back again, in any way enhance the best interests of the local taxpayers, in terms of expertise, value for money, transparency, accountability, democracy, or does it, in the context of the procurement of such hugely ambitious outsourcing projects, represent a serious and far reaching potential conflict of interest??

When the veil of 'commercial sensitivity' is used to hide even from elected representatives the details of huge outsourcing bids, can this really be a process that is properly open to scrutiny?

Incredibly, the article tells us that only when the other bidder dropped out of the Cornish dialogue were councillors made privy to the details of BT's plans: and what plans they were:??

"BT wanted to build a "Global Centre of Excellence" for telehealth and telecare in Cornwall. It would do this by assimilating assets acquired from Cornwall's NHS Trusts. It would turn Cornwall into one node in a network of "business hubs and Centres of Excellence" it was building from its outsource deals across the public sector. Telehealth would become Cornwall's specialism in the national and global economy."

It's a long journey, isn't it, from Marconi's pioneering radio station in Poldhu, to a twenty first century call centre dealing virtually with the personal care needs of dependent older citizens? From communications that connect, to communications that disconnect, here in Broken Britain.

The article continues, and refers to a Cornish Libdem councillor, Nigel Pearce, who said in Tuesday's debate:

?" ... The problem with this bid is there's too much marketing. There's very little information on the finance," he said. "And also about the operation, how its going to work, the nuts and bolts. We do need to avoid some of the flannel-speak."?

The choice, however, was clear. It was the difference between the soothing noises made by BT's army-sized sales and marketing department and the infamous Barnet Graph of Doom that claims to show how council budgets will be squeezed so severely by 2030 that they will need to flog off their services."?

Oh dear: the infamous Barnet Graph of Doom ... wonder how that made its way out west to Cornwall? And yes, please note 'claims to show' ... this piece of tosh has been clearly demonstrated by fellow blogger Mr Reasonable to be a discreditable work comprised of data wilfuly misinterpreted by unscientific and subjective assumptions, but is, regrettably, being used spuriously to serve and support the ambitions of a wide range of politically motivated parties.

In the brave new world that will result in the carve up of our NHS, and the savaging of our care services, clients looking for business in the side streets of our wanton local authorities will be spoilt for choice.? Down in Cornwall, last week,? BT got a slap across the face, and was shown the door: back here in Broken Barnet, the door is still wide open, and house of fun awaits. BT and Capita are sitting nicely on the sofa in the parlour: which one will get to go upstairs with us? Well, friends: probably doesn't matter much, in the end - they all look the same in the dark, don't they? Either way, courtesy of One Barnet, we are all going to get screwed.

Android 42's Photo Sphere camera takes on iPhone's panorama mode

Android 4.2 is teeming with new features and system improvements, but you can bet that Photo Sphere will be the one that's talked about most amongst consumers. While Android phones on the whole have had panoramic modes for years, Apple's iOS 6 update added even more fuel to that fire. Now, Google's taking things to an entirely new level. With Android 4.2, users can snap pictures in every direction, and the system does the stitching. What you're left with are photos that can be navigated, taking viewers "inside of the scene." Photo Spheres are stored as JPEG files, and all of the information required to view them is embedded as open XML metadata in the image itself. You'll be able to peek 'em on your phone or share them easily through Google+, and perhaps best of all, publish them to Google Maps for the world to see. Head on past the break to see what you've got to look forward to.
